Partly-printed DS as president, one page, 8 x 9.75, March 7, 1883. President Arthur authorizes and directs "the Secretary of State to cause the Seal of the United States to be affixed to envelope containing my letter of condolences addressed to His Majesty William Emperor of Germany, King of Prussia, dated this day." Neatly and prominently signed at the conclusion in ink by President Chester A. Arthur. In fine condition. President Arthur presumably refers to the death of William's brother, Prince Frederick Charles Alexander of Prussia, who passed on January 21, 1883, at the age of 81; his last words were 'Long live the Emperor.'
