Hoover advises a Congressman "upon the problems which you are so earnestly engaged"—the situation in Nazi-occupied Poland

Scarce ALS, two pages on two adjoining sheets, 5.25 x 6.75, The Drake, Chicago letterhead, February 11, 1940. Handwritten letter to "My dear Congressman," transmitting an address on the situation in Nazi-occupied Poland. In full: "Please find enclosed a copy of a section of address which I delivered last evening. It bears upon the problems which you are so earnestly engaged." In fine condition. Handwritten letters by Hoover are very scarce; this is the first we have offered in several years.

Accompanied by photocopies of Hoover's telegram correspondence accepting the speaking engagement in Chicago on February 10th—the purpose of which was 'to inaugurate a nationwide campaign to secure funds for the relief of Polish war sufferers and to manifest our horror at the barbaric conduct of the German and Russian aggressors towards the Polish people'—as well as a photocopy of the ten-page address.

Delivering his speech at Chicago Stadium, Hoover outlined a plan to prevent starvation in Poland through the cooperation of governments and praised the resiliency of the Polish people: 'Poland is not dead. Poland will rise again. The spirit of a great race does not die from oppression. There is more to nations than their soil, their cities, their wealth, even their governments. There is a soul in a great people. That soul is forged in the instincts of their race, their traditions, their genius in art, music and literature, their heroic struggles, their heroic men. It is steeled by their sufferings. Their land may be occupied by armies; they may be impoverished; they may be oppressed; they may be exiled; they may be enslaved. But the soul of a great people cannot be crushed. Its national life and its independence will rise again and again from the very ashes of their homes. We know that the Poles, who have fought for a thousand years, who have lose and won again, will not die.'
