TLS as president of South Africa, signed “N. Mandela,” one page, 8.25 x 11.75, personal letterhead, February 28, 1995. Letter to Howard Bilbrough, in part: "Thank you for sharing your concerns regarding the media and your thoughts on a possible solution. A new Freedom of Information Act will be passed by Parliament shortly, the act will outline the procedures by which the public and the media will exercise their right of official information.

Government will ensure that access to information is made possible and the organisation of the information is improved. Apartheid has had a catastrophic impact on the quality, collection, organisation and dissemination of information by the state, in some cases more catastrophic than the mechanisms of censorship have been. Little information has been collected on the marginalised, rural communities, women or the impact of violence on children. Information is one of the cornerstones of building a culture of human rights in South Africa.

Citizens will be aware of their new rights under the act, the provision of information to communities who have in the past been deprived of such information would constitute an important step in ensuring that Government remains accountable and in touch with its constitutencies, and that culture of human rights is supported in South Africa. I trust the media will embrace the new act.

The allegations by a small number of apartheid sympathisers that the information will be made available like that of Communist Governments to benefit the ANC are baseless, these allegations are to discredit the ANC and the Government. Once the act is a success, I hope that other Sub Saharan Nations will adopt a similar approach." In fine condition. Accompanied by the original mailing envelope.
