Taft and countersigned by Secretary of the Treasury Franklin MacVeagh. Double-matted and framed to an overall size of 25.5 x 23.25. In fine condition, with a missing seal, and fading to the signature.
President Taft's appointment of Warren Fales Draper (1883-1970) as Assistant Surgeon in the Public Health and Marine Hospital Service marks the formal start of a long and distinguished public health career. Draper, fresh from Harvard Medical School that same year, would go on to serve aboard a revenue cutter providing medical care to remote Alaskan communities, rise to Assistant Surgeon General by 1922, be personally selected to lead Virginia's state health department during a 1930s crisis, and serve as Chief of Public Health on General Eisenhower's staff in the European Theatre during World War II — a remarkable trajectory that began with this document.
