Description

TLS as president, one page, 7 x 8.75, White House letterhead, April 19, 1913. Letter to Treasury Secretary William G. McAdoo, in full: “For fear that in the offhand dictation of the other day my idea about the memorandum to be attached to suggestions for appointment may have been a bit vague, I have taken the liberty of writing out the following as an imaginary case: ‘JOHN SMITH. Age 48. Born in Florida. Lived in Ohio since 1895. Has been affiliated with the — group or wing of the party there. Recommended by Senators Jones and Curry.’” In fine condition.

Written six weeks after his inauguration on March 4, 1913, this letter finds President Woodrow Wilson personally instructing Treasury Secretary William G. McAdoo on the format he wished to receive for recommendations of prospective federal appointees. With a Democratic administration taking control of the executive branch after sixteen years of Republican presidencies, thousands of federal positions were subject to review and appointment. To standardize the process, Wilson provides a model memorandum containing a candidate's age, birthplace, residence, factional affiliation within the party, and political sponsors.
