Partly-printed DS as president, one page, 21 x 16, July 1, 1905. President Roosevelt appoints Joseph W. Blanchard as "First Lieutenant in the Philippine Scouts, in the service of the United States." Neatly signed at the conclusion in ink by President Theodore Roosevelt, and countersigned by Acting Secretary of War Robert Shaw Oliver. The blue seal affixed at the lower left remains intact. In very good to fine condition, with a stain to the upper left corner, and multiple intersecting folds.
Roosevelt’s appointment of Blanchard reflects the expanding role of the Philippine Scouts, a U.S. Army force organized in 1901 during his presidency to enlist Filipino soldiers under American officers. Formed in the aftermath of the Spanish-American and Philippine-American wars, the Scouts became an important arm of U.S. military administration in the islands, valued for their local knowledge and service in maintaining order across the archipelago.
