President Thomas Jefferson and Secretary of State James Madison sign maritime papers for the brig Ann Maria during the Napoleonic Wars

Partly-printed vellum DS, signed "Th: Jefferson" as president and "James Madison" as secretary of state, one page, 10.5 x 15.5, May 27, 1806. Scalloped-top ship's papers issued to the "Brig Ann Maria of New York…mounted with no guns navigated by Eight men to pass with her Company Passengers, Goods and Merchandise without any hindrance, seizure or molestation." Signed at the conclusion by Thomas Jefferson and James Madison. The lower left corner retains the original white wafer seal. In very good to fine condition, with scattered light tape stains, and light fading to all handwriting.

Issued during Jefferson’s second presidential term, these ship’s papers date to a period of mounting maritime tensions as American merchant vessels found themselves increasingly entangled in the conflict between Great Britain and Napoleonic France. At the time, American ships faced the growing threat of seizure, search, and impressment by the naval forces of both nations, circumstances that would ultimately contribute to the Embargo Act of 1807. Signed by both Thomas Jefferson and James Madison, the document reflects the international commercial challenges confronting the young republic on the eve of that crisis.
