Consignor notes that the autograph was obtained by Mr. Bernard James Sullivan, who was the Senior Toastmaster for the Society of London Toastmasters. President Jiang Zemin conducted a historic state visit to the United Kingdom from October 19–22, 1999, becoming the first Chinese paramount leader to visit Britain.
