Official letter of state to "His Excellence Mr. Ismael Montes, President of the Republic of Bolivia," in part (translated): "It is with the most lively satisfaction that We have received the letter dated August 14, 1904, by which You have been so kind as to inform Us that You have been elected, by the suffrage of Your fellow citizens, President of the Republic and that You have on the same day taken possession of this high investiture. We do not doubt that under Your wise administration, the grandeur of Your Country and the happiness of the Bolivian People will increase day by day…In extending to You our most sincere congratulations for Your elevation to this high dignity, We hasten to express to You Our most ardent wishes for Your happiness and the prosperity of the Bolivian Nation."
