Description

Partly-printed DS as president, one page, 8 x 10, February 7, 1883. President Arthur authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to “my Full Power to conclude a convention for the extension of the term of the French and American Claims Commission.” Prominently signed at the conclusion in ink by President Chester A. Arthur. In fine condition.

The French and American Claims Commission was a joint tribunal established by the United States and France to resolve financial claims by citizens of each country against the other government, providing a legal and diplomatic means of settling disputes such as property losses, seizures, and unpaid debts without escalating tensions. Created by a bilateral convention in 1880, the commission addressed claims dating back to earlier conflicts, including the Quasi-War (1798–1800) and subsequent commercial disputes. It reviewed evidence and issued binding awards, but due to the volume and complexity of cases, its term required extension, prompting actions such as President Chester A. Arthur’s 1883 authorization to negotiate a continuation of its mandate. The commission ultimately completed its work and was dissolved in the mid-1880s after resolving the outstanding claims.
