Letter concerning the 1831–32 uprisings across the Papal States and the Kingdom of Poland, in part (translated): "We have understood that, by order of Our dearest son in Christ, Francis, Emperor and Apostolic King, an army, fully prepared, is marching into Our territory to vindicate Our rights and those of the Holy See against a most wicked band of rebels, by whose conspiracy we have gathered that even harsher trials threaten this City as well. Since, however, it is fitting that—on your own recommendation—someone come here to treat with you about restoring the administration of public affairs, we have at once resolved to place you, above all others, in charge of this task for the time being, so that, in Our name and that of the Apostolic See, until we appoint other governors, you may take up the administration of the Provinces which, by God's favor, we trust the Imperial forces will shortly recover." Gregory XVI ascended to the papacy in February 1831 amid the revolutionary upheavals that followed the July Revolution in France, with liberal and nationalist movements soon erupting in the Papal States. The revolts in the northern Legations briefly challenged papal temporal authority, forcing Gregory to rely on Austrian military aid to restore control; Austrian troops withdrew in July 1831, but renewed unrest later that year brought them back into papal territory in early 1832. This letter, written at the height of that second intervention, reflects the pope’s effort to reassert civil administration in provinces expected to be “recovered” by imperial forces—an important document from Gregory’s reactionary defense of papal sovereignty against the revolutionary currents sweeping Europe.
