Unsigned handwritten draft manuscript by James Monroe, one page both sides, 7.5 x 12, no date but on paper watermarked "1794." A partial handwritten draft of what became his 'View of the Conduct of the Executive, in the Foreign Affairs of the United States, Connected with the Mission to the French Republic, During the Years 1794, 5, and 6.' In part: "Whether I contributed in any degree to divert the French government from opposing the ratification of that treaty, or taking its measures after it was ratified, I will not pretend to say. This is submitted for others to determine. If I did I am not boastful of it, since as our administration did not take advantage of that delay, to heal the breach in time, it was of no real service to my country. Well however do I know after the French gov't had rejected my council, and taken a different course, that I was viewed by it for sometime in a questionable light, nor were the motives of my conduct justly appreciated by that government until after I was censored by my own.

Upon leaving France, I left my letter-book & other publick documents in the care of Mr. Prevost who had acted with me in the character of Secretary-of-Legation, a young man of merit and talents, well qualified to serve his country in a more important trust…The contrast between the situation we might have enjoyed and that which we have held and now hold is a very striking one. It can't ever be contemplated without remorse by any true friend of his country." In fine condition, with some trivial dampstaining at the bottom edge.

This dispute over Jay's Treaty of 1794 culminated in aligning the pro-English against the pro-French factions in the House of Representatives in the Spring of 1796. It was the first great polarization in national party politics and remained significant until the conclusion of the War of 1812. The position Monroe took here was essential to his progress towards the presidency.
