ALS as president, signed “J. Tyler,” one page both sides, 4.25 x 7, no date but circa 1843. Handwritten letter marked "Confidential," in part: "I have upon a full view of all circumstances concluded to nominate Mr. Cushing for the Treasury—it will be announced to the Senate that Mr. Webster retires from the State Department by the 1. April—I have given directions to the Sec. of State to advise Mr. Todd will be expected to return to the U. States upon the expiration of his two years…After the vote in the House on yesterday I shall have less difficulty in advancing the outfit." In fine condition.

President John Tyler nominated Caleb Cushing for Secretary of the Treasury in March 1843, but the Senate rejected the nomination three times due to Tyler's ongoing conflicts with Congress, making Cushing one of several unsuccessful cabinet nominees during Tyler's contentious presidency.

In May 1843, during a Senate recess, President John Tyler appointed Caleb Cushing as the United States Commissioner and Minister to China. This appointment led to the signing of the Treaty of Wanghia in 1844—the first formal diplomatic agreement between the U.S. and Qing China, establishing commercial rights, extraterritoriality, and most-favored-nation status.
