Decree issued from the "Presidential Palace" in Havana, Cuba, in the "Año de la Liberacion [Year of the Liberation]," by which Prime Minister Fidel Castro grants "the benefits of certified mail privileges to the National Commission of Aqueducts and Sewerage Systems, which shall be used for sending its official correspondence via certified mail." Signed at the conclusion in ink by Prime Minister Fidel Castro, President Osvaldo Dorticos Torrados, and Minister of Communications Enrique Oltuski. In very good to fine condition, with irregular overall toning.
