President Grant authorizes and directs "the Secretary of State to cause the Seal of the United States to be affixed to the "second additional convention to the convention relative to the amelioration of the postal intercourse concluded between the Swiss Confederation and the United States of America, signed at Berne Oct. 11, 1867." Neatly signed at the conclusion in ink by President Ulysses S. Grant. In fine condition.
