Description

Partly-printed DS as president, one page, 8 x 10, March 22, 1888. President Cleveland authorizes and directs "the Secretary of State to cause the Seal of the United States to be affixed to my decision as Arbitrator between Nicaragua and Costa Rica as to the boundary &c, done in triplicate." Neatly signed at the conclusion in bold ink by President Grover Cleveland. In fine condition.

President Grover Cleveland played a notable diplomatic role in 1888 when Costa Rica and Nicaragua submitted their long-running boundary and San Juan River navigation dispute to him for arbitration. Acting under an 1886 arbitration treaty, Cleveland issued his award on March 22, 1888, upholding the validity of the 1858 Cañas-Jerez Treaty, confirming Nicaragua’s sovereignty over the San Juan River while preserving Costa Rica’s treaty-based right to navigate portions of the river for commerce. His decision helped clarify the border and river-use questions that had strained relations between the two countries for decades.
