In full: "I hereby authorize and direct the Secretary of State to affix the Seal of the United States to an additional article of agreement between the Post Office Department of the United States of America and the Dominion of Canada, dated this day, and signed by me; and for so doing this shall be his warrant." Neatly signed at the conclusion in ink by President Rutherford B. Hayes. In fine condition.
