President Grant authorizes and directs "the Secretary of State to cause the Seal of the United States to be affixed to a Proclamation abolishing certain discriminating duties on merchandise imported into the United States in Portuguese vessels." Neatly signed at the conclusion in ink by President Ulysses S. Grant. In fine condition.
