President Hayes sends a message to "the Czar of Russia"

Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, June 17, 1879. President Hayes authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to “an envelope containing my reply to a letter from the Czar of Russia, announcing the decease of his nephew, His Imperial Highness the Grand Duke Viatcheslav Constantinovitch.” Signed neatly at the conclusion in ink by President Rutherford B. Hayes. In fine condition.

Grand Duke Vyacheslav Konstantinovich of Russia (1862–1879), a nephew of the last Romanov czar, Nicholas II, passed away on February 27, 1879, at the age of 16.
