Description

Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, January 28, 1880. President Hayes authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to "the envelope of my letter accrediting Mr. John W. Foster as Envoy Extraordinary and Minister Plenipotentiary of the United States of America at St. Petersburg." Neatly signed at the conclusion in ink by President Rutherford B. Hayes. In fine condition.

John Watson Foster (1836–1917) was an influential diplomat, military officer, lawyer, and journalist. He served as U.S. Minister to Russia from 1880 to 1881, and would go on to a distinguished diplomatic career that culminated in his appointment as Secretary of State under President Benjamin Harrison in 1892.
