World War I-dated partly-printed DS as president, one page, 22.5 x 18.5, July 23, 1917. President Wilson appoints George E. Hamilton, of the District of Columbia, as “a Member of the Board of Charities of the District of Columbia…under the provisions of the ‘Act to establish a board of charities for the District of Columbia,’ approved June 6, 1900.” Signed crisply at the conclusion by Woodrow Wilson, and countersigned by Frank Polk as Acting Secretary of State. The embossed off-white wafer seal remains affixed to the lower left. In very good to fine condition, with small edge tears, light creasing to the left margin, and dampstaining and associated rippling to the right side.
The 'Act to establish a board of charities for the District of Columbia,' approved June 6, 1900 (31 Stat. L., 664), created the original Board of Charities of the District of Columbia, a body tasked with overseeing charitable institutions and efforts in D.C. This act was a significant piece of early social welfare legislation, establishing a centralized authority for relief and care, and was later succeeded by the Board of Public Welfare in 1926, which consolidated its functions and those of other boards.
