Partly-printed DS as president, one page, 21 x 17, October 11, 1922. President Harding appoints John Hays Hammond of the District of Columbia as “a Member of the United States Coal Commission.” Signed at the conclusion in ink by Warren G. Harding and countersigned by Secretary of State Charles Evans Hughes. The embossed paper seal remains affixed to the lower left. In fine condition.
John Hays Hammond (1855–1936) was an American mining engineer, diplomat, and philanthropist. A pioneering advocate of deep mining, he was entrusted with full control of Cecil Rhodes’s gold and diamond operations in South Africa, making each a financial success. Upon returning to the United States, Hammond became a prominent figure in Republican political circles and a close confidant of William Howard Taft, whom he had known since their Yale student days. He accompanied Taft on official engagements and in 1911 served as a special U.S. ambassador to the coronation of King George V, later advising Tsar Nicholas II on engineering projects in Imperial Russia. Hammond’s influence in Washington and vast mining experience culminated in his appointment by President Warren G. Harding as chairman of the U.S. Coal Commission (1922–1923).
