Printed souvenir copy of H.R. 3884, the National Emergencies Act, which was signed into law by President Gerald Ford on September 14, 1976. Signed at the conclusion in black felt tip by Gerald Ford and countersigned in various ink types by 13 members of the 94th United States Congress, including: House Speaker Carl Albert, Lee Metcalf as acting president pro tempore of the Senate, Charles Mathias, Frank Church, Walter Flowers, Robert Byrd, Tip O'Neill, James J. Delaney, and others. The signed page retains its original red ribbon and gold foil seal. In fine condition, with a light crease to the lower right.
The National Emergencies Act (NEA) of 1976 was enacted to formalize, limit, and oversee the president’s power to declare national emergencies. Before the Act, emergency powers could remain in effect indefinitely with little congressional oversight. The NEA requires the president to explicitly declare a national emergency, specify which statutory powers are being invoked, and renew the emergency annually to keep it in force. It also gives Congress the authority to review, modify, or terminate an emergency declaration, thereby restoring a measure of balance between executive power and legislative oversight while preserving the president’s ability to act swiftly in times of crisis.
