Partly-printed DS as president, one page, 17 x 13, December 17, 1900. President McKinley appoints Walter T. Merrick as a "Naval Officer of Customs in the District of Philadelphia in the State of Pennsylvania." Signed at the conclusion in ink by President William McKinley, and countersigned by Secretary of the Treasury Lyman J. Gage. Handsomely archivally double-matted and framed with an oversized inauguration photograph to an overall size of 30 x 36. In fine condition.
