Early consular appointment signed by President Monroe and Secretary of State Adams, benefitting trade between Africa and the United States

Partly-printed DS as president, one page, 22.75 x 17.75, April 20, 1818. President Monroe appoints Samuel Hodges, Jr., of Massachusetts as "Consul of the United States of America, for the Cape de Verd Islands." Crisply signed at the conclusion in ink by President James Monroe, and countersigned by Secretary of State John Quincy Adams. The document features a handsome vignette of a bald eagle at an American port, as well as its original embossed paper seal. In very good to fine condition, with scattered small stains, and tears and fold splits reinforced by complete backing.

Born in Massachusetts. Samuel Hodges Jr. (1792–1827) is best remembered for his service as the American consul to the Cape Verde Islands, a post he assumed by this commission in 1818 after successfully petitioning Secretary of State John Quincy Adams. Stationed at St. Jago, he combined his official consular duties with a thriving mercantile career, engaging in commission trade and exporting goods such as hides, skins, and salt, eventually acquiring partial ownership in several trading vessels. Despite professional success, Hodges’s life in Cape Verde was marked by personal hardship and ill health, and he ultimately died of malarial fever there in 1827 at the age of 35.
