TLS as governor, signed “Ron,” one page, 8.5 x 11, Office of the Governor letterhead, September 29, 1972. Letter to acting legend Ray Bolger: “Of all the important initiatives on this November's ballot, I am most apprehensive about the possibility that Proposition 14 will pass due to an inadequate public understanding of its consequences. Enclosed is a copy of my public position on this proposition. In addition, I want you to know that there are two other compelling reasons for opposing the so-called ‘Watson Amendment:’
—It will seriously hamper our entire welfare and Medi-Cal reform program which has produced such outstanding success so far. A key element in our reform is the financial responsibility and incentive for the counties, who administer the programs, to make the reforms work. Proposition 14 completely removes this powerful incentive by removing all welfare costs from the counties.
—The huge deficit created by passage of Proposition 14 will have to be met in large part with increased bank and corporation taxes. The resultant effect on the economy, unemployment and the competitive position of California businesses cannot even be estimated at this time.
I will be doing my utmost to defeat this proposition through every possible means of communicating with the public. I sincerely hope that you will also join this effort by lending your support to ‘Californians Against Higher Taxes,’ the organization led by Dr. Norman Topping and other distinguished California citizens, which is opposing Proposition 14. Their address is P. O. Box 76115, Los Angeles, California 90076.” In very fine condition.
