The 1990 Washington Summit—also known as the ‘Two Plus Four’ talks—was a key Cold War meeting where the U.S. and Germany secured Soviet support for German reunification by agreeing to pursue NATO reforms. President George Bush proposed both a NATO summit to signal a new approach toward the USSR and a separate U.S.–Soviet bilateral summit. Soviet leader Mikhail Gorbachev accepted, leading to the Washington Summit of 1990.
