Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, May 20, 1880. President Hayes authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to “a full power, authorizing him to negotiate and sign a treaty of extradition between the United States and the King of the Netherlands.” Signed at the conclusion by Rutherford B. Hayes. In fine condition, with a light crease to the upper left corner.
During the Hayes administration, the United States was expanding and modernizing its extradition system. Growing immigration and increased shipping with the Dutch colonial empire created more opportunities for fugitives to flee between the two nations. An updated extradition agreement helped close those gaps by allowing Dutch criminals who escaped to the U.S.—and American criminals who fled to Dutch territories—to be returned for prosecution. King William III ultimately agreed to these strengthened extradition terms, improving cross-border law enforcement between the two countries.
