ALS, three pages on two adjoining sheets, 5.25 x 6.5, August 22, 1906. Handwritten letter to James Harrington, in part: "I suppose that the 'Letter to the Country' you mention, refers to the annual message I sent to Congress in December 6th, 1889 which dealt exclusively with the tariff problem. I have not a copy of it here except as it is published in a volume of 'State Papers' pertaining to my first administration…The books were published by the Government and I suppose were widely distributed among the public libraries of the country. I think it very likely that you might find one in the Toledo public library. There have been a number of volumes edited by Richardson and published by the Government containing all the messages of the Presidents from Washington down, which I suppose have been likewise distributed to public libraries. The message you seek can be found in this publication also. If you do not succeed in finding it through the means suggested, it may be that N. B. Bacon, an architect of your city who is my brother-in-law may have a copy of my state papers containing it." In fine condition, with a few small stains to the first page. Accompanied by the original mailing envelope, addressed in Cleveland's own hand.
