"I do not approve of the principle of promoting non com'd officers to the grades of 1st Lieut. or Captain without having passed through that of 2nd Lt. save under extraordinary circumstances"

Union general (1824–1886) who distinguished himself in the Battle of Gettysburg and later commanded Custer and the 7th Cavalry against the Cheyenne in the disastrous 1867 campaign known as 'Hancock's War.' Civil War–dated AES, signed "Winf'd Hancock, Brig. Genl., Comdg. Division," penned on the reverse of a letter to Brig. Gen. Caldwell by E. C. Brooks, one page both sides, 7.75 x 9.75, October 4, 1862. Brooks writes to Caldwell to recommend a list of eight "officers and noncommissioned officers for promotion to fill vacancies." Hancock pens a lengthy endorsement on the reverse, in part: "I do not approve of the principle of promoting non com'd officers to the grades of 1st Lieut. or Captain without having passed through that of 2nd Lt. save under extraordinary circumstances…I do not as yet know enough concerning the regiment to express an opinion." Also endorsed by John C. Caldwell, James A. Hardie, and Edward D. Morgan (signing with his initials only). In fine condition.
