World War II–dated TLS as president, one page, 8 x 10.5, White House letterhead, March 24, 1942. Letter to Supreme Court Justice Frank Murphy, in full: "The very interesting passage from the last message of the Governor-General of the Philippines does indeed apply at the present time. I am forwarding copies of it to several informational agencies of the Government, with the suggestion that it be used as a theme." In fine condition.

Frank Murphy had served as Governor General of the Philippine Islands from 1933 to 1935, when he became High Commissioner to the Philippines upon the establishment of the territory as a commonwealth. He resigned to run for governor of Michigan, a position he held for two years before being appointed to FDR's cabinet as attorney general. In 1940, Roosevelt nominated him to the Supreme Court. At this point in World War II, Japan was making headway against joint United States-Philippine forces, leading to Allied surrender in May 1942. Interestingly, Murphy would serve in the Army Reserve during three months of 1942 while the court was in recess.
