Partly-printed DS as president, one page, 8 x 10, February 25, 1858. President Buchanan authorizes and directs the Secretary of State to affix the Seal of the United States to “my Proclamation suspending discriminating duties of tonnage and impost on Roman vessels, irrespective of the origin of their cargoes, in accordance with the act of Congress of May 24, 1828.” Signed neatly at the conclusion by James Buchanan. In very good to fine condition, with light toning to the folds and edges.
This document relates to a proclamation by President James Buchanan suspending U.S. “discriminating duties of tonnage and impost” on vessels and goods from the Papal States, also referred to as “Roman vessels,” following confirmation that American ships and cargo received the same exemption there. The proclamation relied on an 1824 act of Congress, which allowed the president to suspend such duties for countries that no longer imposed them on U.S. vessels and goods. On December 7, 1857, Cardinal Antonelli, Papal Secretary of State, officially confirmed that U.S. ships and cargo faced no discriminatory duties in Pontifical ports. In response, Buchanan suspended the corresponding U.S. duties retroactively to December 7, 1857, for as long as the Papal exemption continued.
