Partly-printed DS as president, one page, 8 x 10, no date. President Buchanan authorizes and directs "the Secretary of State to affix the Seal of the United States to the Envelope of a letter addressed to His Excellency the President of the Republic of Mexico, (accrediting Robert M. McLane as E.E. and Minister Plenipotentiary to Mexico)." Neatly signed at the conclusion in ink by President James Buchanan. In fine condition, with light toning to the edges and folds.
American politician, military officer, and diplomat Robert Milligan McLane (1815–1898) served as U.S. minister to Mexico, France, and China, as a member of the U.S. House of Representatives from Maryland, and as governor of Maryland from 1884–1885. He was also chairman of the Democratic National Committee from 1852–1856, and supported Buchanan during the 1856 convention. After the U.S. and Mexico had severed diplomatic ties in 1858, Buchanan appointed McLane as ambassador in 1859 to assess the legitimacy of Benito Juárez's government. He negotiated the McLane-Ocampo Treaty with the Juarez administration, which aimed to grant the U.S. expanded transit rights across the Isthmus of Tehuantepec, including a potential canal route. However, the U.S. Senate declined to ratify the treaty, and McLane retired from his post in December 1860.
