Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, April 23, 1879. President Hayes authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to "the envelope of my letter addressed to His Excellency Don Joaquin Zavala, Constitutional President of the Republic of Nicaragua, (congratulatory)." Signed at the conclusion in ink by President Rutherford B. Hayes. In fine condition. Zavala served as president of Nicaragua from 1879 to 1883.
