Partly-printed vellum DS as president, one page, 15.75 x 19.75, September 28, 1905. President Roosevelt appoints Stewart E. Barber as a "Passed Assistant Paymaster in the Navy, with the rank of Lieutenant, junior grade." Signed at the conclusion by Theodore Roosevelt and countersigned by Secretary of the Navy Charles J. Bonaparte. The bottom vignette retains the original blue embossed Navy Department seal. Rolled and in very good to fine condition, with a heavy crease to the top edge, creasing and staining along the right edge, some minor damage to the seal, and reduced ink flow to the end of TR's signature.
