Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, June 14, 1880. President Hayes directs the Secretary of State to cause the Seal of the United States to be affixed to an “envelope containing my letter of credence addressed to the Prince of Romania appointing Mr. Eugene Schuyler as Diplomatic Agent and Consul General at that place.” Signed neatly at the conclusion by Rutherford B. Hayes. In fine condition.
Eugene Schuyler was a nineteenth-century American scholar, writer, explorer, and diplomat (1840–1890) who, in 1861, earned a PhD in psychology and philosophy at Yale; in doing so, along with Arthur Williams Wright and James Morris Whiton, Schuyler became one of the first Americans to earn a PhD degree from an American university.
Schuyler was the first American diplomat to visit Russian Central Asia, and as American Consul General in Istanbul, he played a key role in publicizing Turkish atrocities in Bulgaria in 1876 during the April Uprising. He was the first American Minister to Romania and Serbia, and also served as the U.S. Minister to Greece, at one period serving in said positions concurrently.
