Partly-printed DS as president, one page, 8 x 10, March 24, 1885. President Cleveland directs the Secretary of State to cause the Seal of the United States to be affixed to “the envelope of the letter of credence of Mr. George H. Pendleton, as Envoy Extraordinary and Minister Plenipotentiary to Germany.” Signed neatly at the conclusion by Grover Cleveland. In fine condition.
George Hunt Pendleton was a noted politician, lawyer, and diplomat (1825–1889) who represented Ohio in both houses of Congress and was the unsuccessful Democratic nominee for Vice President of the United States in 1864. As a senator, his most notable legislation was the Pendleton Civil Service Reform Act, which was signed into law by President Chester A. Arthur on January 16, 1883. The act mandates that most positions within the federal government should be awarded based on merit instead of political patronage. The act helped put an end to the system of patronage in widespread use at the time, but it cost Pendleton politically, as many members of his own party preferred the spoils system. He was thus not renominated to the Senate, and soon thereafter, he was appointed by President Cleveland as Envoy Extraordinary and Minister Plenipotentiary to Germany.
