Description

Partly-printed vellum DS as president, one page, 15.5 x 20.5, December 30, 1899. President McKinley appoints Adam C. Carson as "Captain in the Twenty-eighth regiment of Infantry, United States Volunteers." Signed at the conclusion in ink by President William McKinley and countersigned by Secretary of War Elihu Root. The blue seal affixed at the lower left remains intact. Framed to an overall size of 17 x 22. In very good condition, with rippling, and overall dampstaining (not adversely affecting McKinley's signature, but obliterating Root's).
