Description

Partly-printed DS as president, one page, 20.25 x 16.25, September 28, 1810. Four-language ship's papers issued to Samuel Wroe "master and commander of the Brig called the Tulip…lying at present in the port of New York bound for River La Plata and laden with Rum, furniture, Gin, fish, Boards & Plank.” Signed in the middle section by President James Madison, and countersigned by Secretary of State Robert Smith. The left side bears the original embossed and paper seals. In very good condition, with scattered staining, repaired tears and areas of paper loss, and repaired splits along the intersecting folds; Madison's signature is clean and virtually unaffected by the flaws.

Later, during the War of 1812, the Brigantine Tulip was outfitted with two guns and given a letter of marque by President Madison. The ship was captured by HMS Atlalante, an 18-gun sloop-of-war, while sailing from Philadelphia to Bordeaux, France, carrying a cargo of cotton, rice, and codfish. Its cargo was confiscated and the ship allowed to sail back to New York. The Tulip was refitted with supplies in June of 1813 and set sail the next month, only to be captured again by the 14-gun schooner HMS St. Lawrence two days into its voyage; the ship and its cargo were reportedly taken as prizes.
