ALS signed “Best Regards, Ron,” two pages, 8 x 12.5, May 28, 1968. Handwritten letter to Henry Salvatore, in part: "I'd half hoped we'd have a few minutes at the reception or somewhere to talk about your May letter regarding withholding. Of course things didn't turn out that way so I thought I'd drop a note with some thoughts on the subject. Right now the whole subject has become so quiet as to be total silence as far as the legislators are concerned. It seems that all of them put out questions in their newsletters and the returns came in anywhere from 55% to 60% opposed to withholding. This includes the Democrats as well. I've seen some of their polls. There hasn't been a mention of it for weeks now.
With all due respect to Dr. Anderson I have to tell you some of his figures don't hold up with our own…They estimate the loss from all forms of cheating, error etc. as around $20 mil. not 60 or 80 and an increased administrative cost for withholding of about $5 mil….It is their opinion that withholding could not be expected to appreciably reduce the loss percentage.
It is true however that withholding would add to state revenues by virtue of an expected 10 to 20 mil. in money the state would get from overpayments on the part of citizens. Unknowing or unbothered by their overpayments these people could be counted on to make no effort to get their money back. An even greater amount would be realized though from catching up earlier with people's improved earnings as the economy expanded. This of course means the people would actually be paying an increased amount of taxes even though the rates remained unchanged.
My principle objection though is to the windfall and its effect on state spending. For about 20 or 21 months the overlap of post payment & current payment would mean more than half a billion dollars extra and you can rest assured the legislature would never withstand the pressures to go for new spending proposals of all kinds. In that period I very much fear the structure of govt. would grow and we'd be in our same old financial bind once we returned to 12 months income for 12 months spending.
Right now some of our success in effecting economy is based on the evident fact that we just don't have the money. If we let the spenders off the hook on that one there'll be no stopping them." In fine condition.
