Free franked mailing cover, folded to 5.5 x 3, addressed in a secretarial hand to "W. W. Pelham, Boston," and franked in the upper right as secretary of state, “James Madison." Postmarked "Free" at Washington on October 13th, with an ink notation inside: "Oct. 13, 1804, Secretary of State, (Certificate)." Reverse panel bears remnants of the original red wax seal. In fine condition, with a central vertical fold.
