President Arthur directs the Secretary of State to cause the Seal of the United States to be affixed to an “envelope containing my letter addressed to His Majesty Francis Joseph, Emperor of Austria, King of Bohemia, & Apostolic King of Hungary upon the birth of a Princess in the immediate family.” Signed prominently at the conclusion by Chester A. Arthur. In fine condition.
