Partly-printed DS as president, one page, 23 x 19, September 15, 1954. President Eisenhower appoints Norman Armour of New Jersey as "Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Guatemala." Signed at the conclusion in fountain pen by President Dwight D. Eisenhower, and countersigned by Acting Secretary of State Walter Bedell Smith, who had been Ike's chief of staff during World War II. The embossed white paper seal affixed to the lower left remains intact. In fine condition, with a few small stains. The appointee, Norman Armour (1887–1982), was a career United States diplomat whom the New York Times once called 'the perfect diplomat.' In addition to Guatemala, his foreign posts included Haiti, Chile, Argentina, Spain, Venezuela, and Canada.
