President Buchanan directs the Secretary of State to “affix the Seal of the United States to my Proclamation of the Convention of 4 July 1857, respecting the 12th Article of the Treaty with Peru of 1851.” Signed prominently at the conclusion by James Buchanan. In fine condition, with faint toning along the edges and folds.
In 1841 the United States made claims against Peru for seizing American ships in neutral waters, especially whalers. By 1850 relations with Peru improved and they were considered a friendly port, which resulted in the Treaty of 1851. This document relates to a convention held to clarify the interpretation of Article 12 of the original Treaty of 1851 between the United States and the Republic of Peru concerning duty-free commerce for the whaling ships of the United States in the ports of entry of Peru.
