We must continue to use every legal means at our disposal to combat this modern scourge.
You may know that the President asked me to head an interagency task force to review and evaluate policies and programs for combatting terrorism and to make recommendations to improve the U.S. response to those who would use terrorism as a political tool. The Task Force report was submitted to the President on December 20, 1985, and is now in the process of being implemented. I have enclosed a copy of the public report of our findings and recommendations which was published on March 6 for your review. I think you'll agree with the conclusions and the approaches recommended by the Task Force." In very fine condition.
