The last Tsar of Russia (born 1868) who reigned from 1894 until he was deposed in 1917. In the wake of the Russian Revolution, Nicholas, Empress Alexandra, and their children were imprisoned and finally executed on July 17, 1918. DS in Cyrillic, one page, 8.75 x 14, February 27, 1914. Document headed, "Instruction to the College of Russian Imperial and Royal Orders," in full (translated): "In recompense for outstandingly devoted service and personal actions we most graciously confer the status of officer of our imperial orders: on the 17th July 1913, Councillor of State Nikolai Okhotin, Senior Inspector of Nizhegorod Control Office - Order of the Holy Apostolic Prince Vladimir, fourth grade, and on the 15th January 1914, Collegiate Councillor Peter Bobir, Junior Inspector additional to the establishment, of the Department of Public Accounts - the Order of Saint Anne, third grade. In consequence of which the College of Orders is instructed to issue to these officers the insignia and certificates appropriate to the same." In fine condition.
