Signed at the conclusion in fountain pen by Theodore Roosevelt and countersigned by Acting Secretary of War Robert Shaw Oliver. Lower left retains the original blue War Office seal. Matted to an overall size of 21 x 18. In fine condition. Accompanied by a full letter of authenticity from JSA.
