Partly-printed vellum DS as president, one page, 15.75 x 19.75, March 16, 1917. President Wilson appoints Carl T. Vogelgesang as a "Captain in the Navy…in the service of the United States." Signed at the conclusion by Wilson, and countersigned by Secretary of the Navy Josephus Daniels. Blue Navy Department seal remains affixed to lower vignette. In fine condition, with scattered light creasing, and damage to the top of the blue wafer seal. Carl Theodore Vogelgesang was a United States Navy rear admiral and Navy Cross recipient, who was the first US Navy flag officer from California.
