Partly-printed DS as president, one page, 21 x 16, April 18, 1899. President McKinley appoints George H. McManus as "First Lieutenant of Artillery in the service of the United States." Signed at the conclusion McKinley, and countersigned by Secretary of War Russel A. Alger. Blue War Office seal remains affixed to lower left corner. In very good condition, with moderate overall creasing, and light staining to the left side.
