Warrant for the preparation of “a bill fr. our Royall Signature to passe the Great Seale of England containing a Grant from us and our Dearest Consort the Queene to our Right Trusty and Intirely beloved Cousin and Councellour Thomas Marquesse of Carmathon President of our Privy Councell (in consideration of the good faithfull and particular services wch. he hath performed unto us and for other good causes…) of the loan anuall or yearly Rent, payment or summe of Three thousand five hundred poundes of lawfull English money.” Additionally, the warrant states that the funds be raised by the Postmaster General from the post office revenue for “Postage or carriage of Letters Pacquetts or other things within. our Kingdome of England or elsewhere.” Signed in the upper left of the first page by the king.
